Construction permits in Puerto Rico: where to start

The permit system can look complicated. This guide is a general map to get oriented; it is not legal advice, and every case should be confirmed with the relevant agency or municipality.
Who handles permits?
- OGPe (Permits Management Office): the Government of Puerto Rico’s central permits office. Its portal offers general guidance.
- Single Business Portal (SBP): the official platform where applications are filed and evaluated.
- Municipalities with delegated powers: some municipalities have agreements that transfer certain land-use and permitting powers to them. Which cases they handle depends on the agreement in force; confirm whether your case goes to the municipality or to OGPe.
- Planning Board (Junta de Planificación, JP): planning and zoning (calificación) maps.
Before you file
- Define what you want to do (new construction, addition, remodel, change of use…).
- Gather proof of ownership and the cadastral number (CRIM), if you have it.
- Check your lot’s zoning in the official sources.
- Find a licensed architect or engineer when the project requires plans. In many cases, the professional files the application.
- Ask which endorsements may apply (for example water, electricity, environment or flood zones).
A preliminary route in minutes
The Permits Center questionnaire gives you a preliminary route based on your project type and municipality, with verified official links. It is informational: the determination is made by the agency or the municipality.
What you should avoid
- Starting work that requires a permit before you have it.
- Sharing official portal passwords with third parties.
- Assuming a procedure is the same in every municipality.
Western municipalities
There are information sheets for Aguadilla, Isabela, Moca and San Sebastián, with the review date and a reminder to confirm whether the municipality or OGPe has jurisdiction.
The online estimate is free and preliminary. The official quote, with a visit from a Cruz General Contractors professional to measure and inspect, costs $25. That $25 is credited to the job total when the work is done with Cruz General Contractors. Nothing is charged on this site.
